Well the samples get the media path from the registry so that might be where your problem is.
Fire up regedit and go to HKEY_LOCAL_MACHINE->Software->Microsoft->DirectX
In there there should be a string called DX8SDK Samples Path, on my machine this was set as "C:\mssdk\samples\Multimedia", if this is missing or pointing to the wrong place you'll need to add/change it.
EDIT: According to ppl on the DX mailing list this is a bug with both the VC only and VB only SDK's, where the samples look for "DX8SDK Samples Path", but the two partial SDKs put "DX8VCSDK Samples Path" and "DX8VBSDK Samples Path" respectively in the registry, which explains the problem.
If you don''t want to use GoZilla or GetRight, I believe you can boost the hard drive space used by Internet explorer to something really savage (must be bigger than the file you are downloading and then some) and Internet Explorer will resume. But only if it sees fit =) I''ve never tried it, and it might only work with recent versions, but I believe I read something like that somewhere else.
If anybody knows a bit more than I do about this, then please tell (for instance, does it work with Netscape?)
