Borland C++ vs. Visual C++

Is it possible that I could use C++ to build 3D Dos/Windows Games? Also, if it is, then do I need Borland C++ or Visual C++ and what version do I need or does it matter?
I sense a redundancy in your questions hehehe. Both Borland C++ and VC++ can makes games however VC++ is used in most DX books so it''s a bonus for a beginner. I think both tools are equivalent so it''s up to you and how much money you got.
