I have a sports management game/simulation tthat I am working on and was wondering what the best programming software would be to use. It will be just a text based game with no graphics and simulates college and pro baseball, basketball and football, etc.I currently own Visual Studio 2010 and have been using Visual Basic to program with mainly since I am most familiar with it. My progress has not been very good to date hence why am asking this question. There are sports sims out there but all fall short of what I would like to do.......so the solution is to write one myself .....if you want to take the time. Any suggestions as to software, sample code, etc. would be much appreciated.

If it's text based, almost ANY programming language can accomplish the task.
Trying to force a game engine ( or game library ) to do something this simplistic is not worth the time or effort.

Out of curiousity, what is it you want to accomplish?? Having all sports simulated in one game is a hell of an achievement. I am very interested in the genre myself and after doing two simple games (Hurling and Grifball), I have been working on a Basketball game as my college fyp for the last few months. Id be very interested in how you plan to simulate all these different sports.
Some info for you, I use C++ using Qt for the GUI and graphics. I have an implementation of influence maps for decision making in the AI players. A lot of work has gone into sports analysis in order to get accurate simulations.
