Well, terrain will definitely have some effect. It's just likely that at least initially the effects will be limited to mobility and (likely but not for sure) certain skills and abilities that interact with terrain in some way. There will also be ways to, at least, affect spacing, movement paths, choke points, etc. with the aid of barriers and objects on the map. That, I think works as a kind of minimum requirement for terrain/map interaction in combat.
