I''ve a few questions:
I''m writing a 2d-shoot''m up, too, between 2-32 Players (and more, if i can optimize it enough).
1. What netcode should i work on?
a) Client hit-detection (calculate my own shots on my computer, and send to the server, that i hit something)
b) Server hit-detection
c) Target hit-detection (i mean, my client calculates ONLY enemy bullets, and send "hits" to the server, if enemy bullets hit me on my computer?)
2. Are there any hosts out there for multiplayer games? (i prefer in europe / germany)

have any work done on the server, so people can''t cheat... look in the articles section of this website for information about this, they have a lot of stuff about network games.
