I have created a website where people can download my freeware DirectX 11 graphics engine. The problem is that there is no way to find the engine because I am so bad at selling that I can't give something for free.
I tried adding it to the graphics engine database on DevMaster.net but noone is there to approve new engines. I can't find any other graphics engine database where people can test and rate it.

Make a movie showcasing your engine and upload to youtube, make a few applications/games/demos/whatever that use the engine and make those available (an engine that hasn't been used for any serious project simply isn't interesting)
Right now the user has to actually download the engine to even be able to see the documentation for it, and when he does he only gets VB6 examples, the examples themselves aren't really explained all that well and the examples main program code is in a frm file which is quite annoying to read without VB installed(notepad works but really.. proper html documentation on your server is a good idea) also your example program is quite difficult to run without admin access (your install scripts fail on normal user accounts and the executables just exit with an error stating that DFPGE.ocx isn't registered)
Right now you're basically asking people to download the engine without telling them what your engine can do or how its used and on top of that you're asking them to grant your software (which you havn't given much info about) full, unrestricted access to their machine.

Make a hit game with it. Everybody will clamor to know what engine you used.

Start development blog ;-)
Write some small demos or games with your engine. At the same time, describe in your blog what you are doing - preferably in tutorial form. Sooner or later you will accidentally hit some popular search topic and people will start to find your blog.
Hang in forums. Help newbies. Discreetly show them, how something is done in your engine, or can be done more easily with your engine.
