Ogg files
I was looking at the sticky threads on music software and I don't think I saw any that had any type of Ogg streaming file formats. Basically what I'm looking for is music/sound software that I can save to .wav and .ogg (for use in OpenAL with Ogg Vorbis library)
Also, if there are any other file formats that can be used with OpenAL, let me know.

There are many options: Sound Forge can save to tons of formats and its what my audio dept uses at work. We can save in wav and also ogg. Also, there are tons of decent audio format converters which are usually pretty cheap. I have one that is $20 and works just fine. Also many of the major DAWs now support various formats, so that could also be an option.

I may have misunderstood but did you say that Sound Forge CAN save to Ogg?
Also, could you name some of those converters? and what's DAW? sorry, i'm a musician. i'm not really too familiar with sound engineering.

Soundforge can export indeed as .ogg
If you are looking for a freeware exporter try Audacity (free download at: http://audacity.sourceforge.net/) - this is a Soundforge like program (quite strong to be honest) and it can export .wav files as .ogg
A DAW is a abbreviation for Digital Audio Workstation (http://en.wikipedia.org/wiki/Digital_audio_workstation)

Jaap is exactly right! For the Wav-MP3 converter, I just googled and then looked through the results then picked the one that looked the best to me. This one should work fine for you: http://www.smartwavconverter.com/
Note: You need to pick the pro version to be able to choose more formats.
