I'm pretty sure NeHe won't enforce anyone targetting very high or very low graphics cards. Just make sure many people can run your demo. I think it's much more interesting when you can handle to run the demo on as many cards as possible. At least that's m2c.

It's still open, but from what I've read it would be between 2 and 4 months, if that's what you're talking about.
If you're talking about the length of the demo (ie how long does the demo run from start to end without repeat) I think it's up to the entrant to do what he want/can/must do.
