Animation Program

I was wondering: is there a library out there on the Net that allows you to create an animation (like in Flash) and then play it back in a DirectX application? If not, what should I do? I want to use this to create one of those animated logos that are shown at the beginning at many games.
Why not just create an AVI and play it back in DirectX, I''m pretty sure it can do that.

What''s a good program for creating an AVI?
I use Truespace 4 myself, but I''m pretty sure you can find some freeware programs on the net that will take a bunch of bitmap images and create an AVI out of them.
paint shop pro comes with animation shop which, i think, can save as an avi or animated gif, or whatever. either way, it''s a good program. i think it''s www.jasc.com or something.
