This could be a fun setting for a game, - you control a variety of very small remote control spy-robots. You would have to do objectives, like take photos, or stop terrorist plots (you could have a tranquiliser dart). You would have to avoid being caught or destroyed by cats or humans. The robots could have different properties some could fly (like in that japanese Mosquito game), some would have grappling hooks, others could walk up walls etc. Anything that provided fun and interesting gameplay. You could have special items that would help you if you get caught. Like knock out gas etc. (Think of Thief etc.).

hacker on the commodore 64 played mostly like that. it was a fun game, but hard.
