Like it or not, programmers'' language is English. All papers, documentation, and almost all articles and tutorials are written in English and all programming languages are based on English as well. So if you plan on programming, you should learn English, at least enough of it to understand programming documentation.

In fact, some top notch papers are only available in japanese, when they come out. It always takes a while, before they get translated to english. I find that very annoying, because my japanese skills == NULL
