How to implement universal hotkey-controlled hardware commands?

Hey everyone, I was just curious, suppose you wanted to write a mini-app that would allow you to control the gamma/contrast/brightness of the video card via hotkeys? (eg. CTRL-ALT-Z, etc...). I know that Entech of www.entechtaiwan.com does this via the PowerStrip, but I''m just curious of its implementation. Thanks!! Best Regards, Samurai Toronto, Canada.
