Would it be a really bad idea to make a game(not MMO) that is so large yet open-ended that even I don''t know if it''s possible to win?
Can we assume the world is going to be a simulated structure?

If so, I would say that you can engineer your game to watch itself so that it makes sure that it is beatable... which gives your programmers more work.

To answer your question more accurately (I think), if you''re making a gaming ''toy'' then it doesn''t have to be finishable. That is, if there''s no fixed plot line, it''s just an evolution that is simulated by the player''s computer, then you''ve essentially layed out rules that the player gets to explore.

Are you in support of the ban of Dihydrogen Monoxide? You should be!

It begins as an evolution as you describe, but ends with a plot.
Sounds like some of my favorite games. : )
I had an idea of a game like this kind of...

Its world war 3 or 4, and its a massive multiplayer game

classes include general, commander, soldier, etc..

If you pick a commanding class, you would be in somewhat of a starcraft view, and if you pick a soldier class, you would be in somewhat of a quake view.. Then, to battle other people, the commander would set navigation points and command a unit of players to go...

This not only would require a hellovalotta teamwork but also a disciplined understanding of the game...

Anyway, not sure why I said it, but yeah.
