Yes,
I just downloaded the free )command line) version of Borland C++ 5.5. After running it through the Blitz++ compliance test suite (which focuses heavily on template related features) I was pleasantly surprised. It scored as well as (maybe even better than) gcc 2.95.2. As for C++ Builder, I have no experience, but the compiler does seem to handle most of the template features well.

I'll try the free Borland compiler. You'd think VC++ 6 would have better support though.
