Hard to say... If, at the end of the game design document, you can say that all you need to start the development is inside the doc maybe it could be ok. But you can of course add or change some stuffs during the production phase, while all members of the team are ok (I mean all "important" voices of the team like the Lead Programmer, Lead Artist, Producer and so on ...)
I forgot to say ... try at first with small projects. Build a good design document with a small project, and after do it . Then you should complete this game without any important problems. So, maybe you''re on the right way.
