This is definitely the best bad game idea: Grand Theft TI-85. You play a 15-year-old thug on the scientific calculator black market. Gameplay consists of sitting through 7 hours of classes with stolen calculators in your backpack - then after school, you sell them to kids in nearby schools.

i actually MADE a game once called "Sim Mud" (in GW-BASIC back in the day)... you controlled the wind direction & speed, and what type of rain you wanted (ranging from a light drizzle to a heavy thunderstorm)... and there was a 2D cross-section of some landscape which turned slowly (or quickly) to mud and got all yucky.
as per [sim] tradition, the game was completely pointless, and i only played it once. nobody else played it at all. go figure...
