How to look for an artist for a game project?

Hey, so I'm looking for an artist to do some images for a game I'm working on (mostly just some standard character pictures and a few action shots) but I'm not exactly sure how to go about doing that. I've commissioned artists before but when I'd ask them about it, they seem to not be interested. I'm super new when it comes to making games and especially to working with someone other than myself so I guess I have a few questions.

How do I find an artist to work with? Are there specific places to go to look or is the best method to just message some artists that I follow and like?

Does the process of working with an artist differ from commissioning them for art? I don't want to ask and have people think that I'm trying to scam anyone (maybe that's why no one is interested so far when I asked?). I respect the amazing work that artists do and don't want to be scummy, even if completely accidentally.

Others have also asked this question in the Production and Management forum, so you can peruse old threads there. Scroll up and click the Back to Production and Management link. It is assumed that you expect to pay for the art services. You can look for volunteer artists in the Hobby Project Classifieds forum, but you should expect to get what you pay for. https://www.gamedev.net/forums/forum/29-hobby-project-classifieds/

Also you can browse the art portfolios in the Portfolios board (see “Portfolios” at left).

Another idea: you can set up a LinkedIn account and set it to “looking for artists.” And you can look for artists on CreativeHeads.net. And Deviantart.
