Minimalist GNU for Windows - They maintain a port of the GNU Compiler Collection (GCC) which includes a C++ compiler (g++).

Borland Free C++ Builder Compiler - Borland makes top-notch development tools for a variety of languages and platforms.

Bloodshet.net''s Dev-C++ IDE - Popular Free (as in Freedom) integrated development environment (IDE) for Windows.
