Inverse kinematics restraints from normals ?

Hi, what would be the algorithm to limit the rotation with inverse kinematics ?

i work in 2D, i,m making a arm, with a hand and upper arm + lower arm, the arm is pointing towards the player, currently the arm collapses.

With IK restraints this problem should be solved, the only problem is i only have a normal vector.
