C and C++ are not the only languages in which one can take advantage of common optimization strategies, as has been alluded to above.
The whole "fastest language" pissing match is masturbatory, usually ill-informed, and generally pointless. You can write shit in any language. The converse is that you can also write really good code in (almost) any language, although the limit of what that code can do might top out at different places based on a variety of factors.
Ultimately, unless you're just diddling around for fun, pick a tool that suits your productivity.
