Is this just something you want to do for fun in your freetime, or something you plan to do as a commercial venture, setting up a company?
You can program, but is that game programming?
Plenty of people *do* work on art for fun, just as people do programming for fun - e.g., look at open source development, and see sites like Open Game Art. But people are unlikely to work for free just for you, on something that you have visions of selling.
It's certainly possible to learn game programming and complete game projects in your own time, as long as you set achievable objectives in what you want to produce. It doesn't need a massive team - it could be simply you, and someone else working on the art (music can be added later by someone else when you have a working demo). If you think you do need a massive team, then it sounds like you're starting off on a massive project.
