How fast are you thinking the water will be? I can see it going to either extreme. Fast water would mean that preventing a flooding tunnel would be priority; fog of war would make this hard unless you had some other means of detecting things like that (seismograph? sentries?). Slow water would allow you to start being flooded before you react; your opponent would have to flood you with many holes, or just enough to distract you while they mine the treasure limit ;) Perhaps you could adjust that setting when the game is being set up to increase variety (read: replayability). I think I would like slow-water+fog matches best.
Great game idea. I'd play it.

Exactly - the miners are just doing their jobs and I suppose have nothing personal against each other. Nor are they paid to fight...
