ImageComposer (Microsoft) Awesome for manipulating and compositing images for pixel-type apps (As opposed to high-end photo realistic packages). The most important features are its simple support for layers and support for alpha blending.
Cosmigos ProMotion. The BEST DPaint clone for the PC... A perfect tool for 8-bit pixel drawing. (Wish they supported 24-bit tho')...

As for making seamless textures - There are a few ways to do this. The easiest way would be offsetting the texture in Photoshop, putting the seams in the middle of the image, and then cloning for other parts of the image to make it seamless. Another way is "rolling" the image, that is, taking each quadrant and rotating it so each edge matches the opposing one. You get the same effect by offsetting, but some people prefer to do it manually. If anyone else has suggestions, I'm sure everyone would like to hear them.
Try this out. It's a pretty cool program. If that doesn't work for you, tell me, I know of loads of programs with texture creation.
