I'm in charge of rigging and animating a few female characters for a game. One of the requests is to make the hair and clothes act a bit more realistic, but without using the engine physics system (built into the animation) and the boobs bounce. I never did something like this, so i need some help and guidance. Thanks in advance.
Use some references. Search for videos and watch the movement of cloth and hair and boobs and whatever and then just try to reproduce them in your animation.

There are a couple of ways to achieve this without all the high tech dynamics.

Option 1. You can add some more bones to your rig, ie. one coming out of her chest for the boobs and several (maybe 3 per length of hair) coming out of the head, curving with the hair. Then just skin and anumate the bones. You can use set driven key to make the hair wave a bit easier duting animation.

Option 2. This is more for the boobs, use a jiggle deformer. This is a great tool and makes things jiggle like Jelly, and you can change how much things jiggle (just select the book verts). You just move your model and the jiggle follows automatically. You can also apply this after your rigging and skinning without affecting your main skeleton's skinning. On top of this, the jiggle deformer has it's own weighting option so you can paint the areas that jiggle more or less.

Option 3. Use blend shapes.

Option 4. Use a cluster deformer (not my fav choice but could work).

Hope this helps.
Maybe some max plugin can help me?

It would be kind of hard to explain to your boss that watching boobies bounce is "research"... ;)

MAX's has a biped system that allows you to create ponytails and what not... cannot remember the name however.

It's far from certain that your games engine will support max jiggle deformer plugins or anything similar.

I would think that using bones and is probably your best bet to keep your animations compatible with your engine tech.

A thread explaining how to animate boobs was posted here within the last two years. If you use the search feature you might be able to find it. I wasn't able to find it, but since I'm not stuck on the problem my motivation to find a solution isn't a great as yours. ... wait - a second shot at it with a better query turned it up as the first result. "boobs" will return 20 pages of results. "animate boobs" turns up five pages. Anyway, here's the link: Bouncing Boob Tutorial (nsfw, animated nudity). Oh and it's been three years, not two.

Unfortunately, the relevant material (i.e. the tutorial itself) was hosted on a now-defunct website.

While I didn't look at it in detail, wayback machine allows you to read the text and look at some/most of the images. clicky (nsfw, animated nudity)
