Hi, I keep seeing references and videos about the Animate menu option in Maya 2009 but its mysteriously missing in mine. Is there some sort of option that hides it?

If you are talking about the drop down menu set you can re-create it by choosing "new menu set" or something along those lines and middle mouse dragging any animation menus from the list into it.
