Device::USB perl module on Ubuntu

I'm trying to install the perl module Device::USB on a Ubuntu machine, and I have not been able to so far. I downloaded the archive from CPAN (Device-USB-0.21) and followed the instructions in the readme, but when I try to run the script which uses it, I get the error:

The extension 'Device::USB' is not properly installed in path:
  '/etc/perl'

If this is a CPAN/distributed module, you may need to reinstall it on your
system.

To allow Inline to compile the module in a temporary cache, simply remove the
Inline config option 'VERSION=' from the Device::USB module.
Any help would be very much appreciated! Thank you!
