Look around in the "Download" section of msdn.microsoft.com.
At least it used to be there somewhere...

For the normal Help Compiler (i.e. old one using RTF files), click here.
For the HTML Help Compiler, err.... you might have to download the latest service pack... I can''t seem to find it.
