You mean like... paper?
It's possible to take a normal tablet and basically create your own Cintiq with it, but it requires some tinkering. More like "hey look at this whacky thing I did" than a real alternative.
Grabbing an Intuos2 6x8 off of Ebay is a great way to go. You should be able to find one under $150, they work just as good as Intuos3 and better than everything else.
