3DS max 9 for level/world design?

hello guys,
im programmer myself and id like to ask, is it possible to create simple world editor which job would be simply putting models together? for example put some model of floor on the ground, then put model of four walls with holes for door and windows on it, then second floor or maybe roof on it and inside put a table and vase on it etc... and have a house.

or can some free modeler like blender create models just with texture coordinates on it and allow to choose texture in level editor? it would mean level designer could place the same model of something for many times in the world but use different textures. it would be cheap but effective.


oh and last question came to my mind. is it better to let animator to create animation for a door or hard-code it?
