I have Visual Studio 6.0 (enterprise) without any language packs, but the profiling option is not enabled in the build menu, I checked if the files prep.exe and profile.exe existed, and they did. I have just had a similar problem (with professional edition). The profile button was disabled... even though the profile option was enabled in the project->settings.

A reinstall fixed it for me.

Actually it wasn''t a total reinstall... In the "add/remove programs" in control panel with the visual c++ there was a reinstall option. This kept all my settings (like linking/header directories) but replaced all the critical files. It worked for me.
