3DS Model with arms in the air!

Why are (almost) every free 3ds human/character models created with their arms straight out? is it possible to capture these triangles and move them? Just curious because ive seen so many free models with their arms pointed straight out. if anyone knows where to get a free human/character 3ds with animations (walk/sit) please tell...

its called the neutral pose and it is to make rigging a lot easier. which do you think would be easier?
1.)building a skeleton rig for a person in a complex sitting position with his/her legs crossed and hands on their lap or...
2.) a person in the neutral pose and their body and arms straight?

as for free models in poses, you may be able to get pre-rigged models, but that is quite hard to find.
