I just got this program, and im tryin to figure how exactly do i make a 3d model of a person from scratch...i have a jpeg..i drag that in to the front view and then i draw shapes on it...it just seems to difficult does someone have any suggestions or can they point me in the right direction for some needed tutorials on making a person

It's a pretty complicated subject: people spend years in school learning those skills.

You'll want to start by reading through that big beefy manual that came with the app.

You should also check out the discreet "Area" community. "discreet" as in the company not as in a sketchy adjective describing the site =)

Otherwise run to the bookstore or to amazon.com and pick up a few books on Max (there are dozens). Or just google around. But for this subject you're better off buying the books or just paying a couple hundred to take some classes on Max.
