optimizing frame animation

i was wondering if anyone can help with optimizing my code or giving me some tips on optimizing frame animations? i''m using ddraw for my 2D applications and i''m using a counter (SetTimer) to animate my frames. is there any other way to animate 2D frames? is there other ways or methos to optimize blitting my bitmap resources or offscreen surfaces toward the back buffer and blitting it afterwards?
