guys can anyone teach, recommend a software or point me to the right direction on how to achieve an emp effects? can it be done in photoshop? if yes then how? how about in GIMP? what i ment for emp effects is the particle found on this photo; http://www.emp-centauri.cz/img/img-emp-centauri.jpg my boss want me to create an art that looks like this, i really need ur help guys badly

Looking at that image, I think you could reproduce it by using images of water and playing around with the hues, contrast, and transparency values and layering the results. Create a few streaks with the smudge tool and you're good to go!

Yeah, you can make something like that in photoshop or gimp - you have to look at it and figure out what simpler shapes it is composed of. A circle or sphere in the middle? A starburst? Tentacle/pseudopods sticking out? Create the component shapes on different layers and, like zer0wolf said, play with what you fill those layers with, especially transparency settings.
