JPEG doesn't support alpha, you'll need to use another format like TGA.

No, I already said that TGA does, and other formats such as TIFF do as well.

I too would like to know about any such program for Windows. Lightweight with a little more features than mspaint.exe.

If you already have the .NET framework installed, you could try Paint.NET. The download is a mere 5MB and it's rather capable.
