Lacking Design
Actually, there has been a side-view RTS, called Armor Alley. You can probably find it on an abandonware site, it''s fairly old. It''s also not the best game in the world, but it''s a fun time-killer, and probably a good source to steal ideas from.
what about Worms and Worms: Armeggedon? Weren't those strategy games with a side view? maybe they weren't really time.

Lot''s of people doing that - but IMO also lots of really great games being made without 3D (Planescape:Torment, Europa Universalis, Kings of Dragon Pass, for example). There are also 3D games that look at entirely new angles for the medium: Homeworld when it came out and (still waiting for) Black & White both broke and will break new ground in terms of gameplay.
I still think there are a lot of unexplored angles for games still out - as well as plenty of improvements that can be made to existing ones.
