Well, tha SBA is not a loan agency...they simply guarantee loans made by financial institutions. So, in theory, they could loan your company the money, which could then be used for outsourcing.
However, this begs the bigger question, which is what bank would be stupid enough to lend you $200,000, even if you are saving $14,800,000 by outsourcing development? Banks like to see business plans, a proven track record, a solid management team, and a good chance that they'll get their money back.

I would like to thank everybody for answering the question that I never asked. First of all, I never said I would be borrowing $15 mil and second, I never said I would go to a bank to borrow money and tell that I'll be saving $14,800,000 by outsourcing the development. I think almost everybody here is too smart to answer a simple question.
