It appears to be the small details that count. Realism would also be important. Shaders too...
Why has no one ever tried game dev of a game based on several thousand pictures taken of a real scene, like one of those 360 degree panoramic photos? Or perhaps they have and it failed miserably?

You could do it graphically, by using lots of curved surfaces, and having lots of movement in the background (grass shifting in the wind, etc.).
Or you could do it through the gameplay, by having a malleable game world, or at least steering clear of linear gameplay.

you can have insects and weeds that grow the longer the game goes on, dandelion seeds and oak leaves that blow in the wind, random cracks in buildings.

The original Myst was something like that, although computer generated it was amazing for the time.
