Story
In a future society where the earth has become over crowded and time on earth is bought, like time-share. Belen Cortez, a middle class worker, barely payin his earth rent, gets fired from his job and is given 24hrs to get his things together and vacate the planet. He decides that he doesnt want to leave earth, so he goes into the deep underworld in search of help. He finds inspiration from the other outkasts, with stories of past times, when earth wasnt controlled by a single power, but spread evenly among all people. Balen works his way up to being a well known figure in the underworld, making frequent visits to the overworld to try and take down, "lifetime". Lifetime is the name of the company that controls the way people live. With small openings made in the defence of lifetime, Balen is then able to try the biggest attack on the company. He goes to the Alpha detention planet where all the people who hate lifetime are sent. With lifetimes attention on their main defence, the planet is an easy takeover. With the now huge army, Balen organizes a huge attack on the main part of the company. Will he win though...

Open ended, so if you dont get some of the early missions perfect, the endings will be different and harder

photo realism is hard to achieve to a stupid thing called processor speed. . Alot of those have been used already in a game.

gee guys thanks alot, ok im no newbie ok, so screw u. The big thing with this game is that the scale of it will be huge. Photorealism can be done with a few engines i am lookin in to. So thanks for the fantastic responce.

So, is it only the idea that you have? If so, you might try to sell it to some companies that MIGHT be looking for ideas (which I highly doubt). Otherwise, I suggest you learn how to do proper design document (no offence though on the current one).
And.. one last word..
The game similar to yours already exists in the name of PlanetSide, although it have a different storyline and non-photorealistic engine.

Story is a little skimpy because you give a breif overview. I would much rather read a very small scene that would display the actual gameplay mechanics which set your game apart. Making a game open ended is very easy to say but descriptions are necessary. What are you allowed to do, how does the user playing the game have control in this world? How do you acheive multiple ways to complete the same mission? You should read on the issues that Warren Spector and ion storm had to deal with when they made the first deus ex.
Your design could use some fleshing out, I liked this book:

It has checklists with questions you answer about your game. I think it could help you fill in your design. As a suggestion, try and stay away from describing technical aspects like dynamic lighting, photorealism, and whatnot until you really start to develop the technology. That''s when you begin to draw your concept art and what not to look at how you want your game to appear. As of now it''s good to think about it but not really great to put it down on paper because people don''t recieve it well on forums (A simmer down guys, constructive critisism).

I do actually like your story.
Still, photo realistic graphics is a bit of a tall ask I think. If the game is good enough, the quality of said graphics shouldn''t really matter too much.

If you gave proof that you could achieve Photo Realism i wouldn''t have responded like that, but there are many other games that have MUCH more features than that. I know a lot of companies took risks by saying they could do something that others thought would be impossible (The destruction engine in Red Faction, but they still said it after they actually did it).
Btw, a lot of that stuff is included in an upcoming game called Soldner Secret Wars.
