Here's a space invaders game I was thinking of making at some point - feel free to use it yourself.
The defender has to defend the entire planet, which is situated in the middle of the screen. Its height above the surface is fixed, but it can circle the planet in either direction at any speed.
The platforms are large sattelites in orbit around the planet. They will drift around at a set speed (platforms may be at different heights, giving them different orbital periods.)
Dotted about the surface of the planet are several cities which must be protected. The planet itself also revolves.
The aliens come in from all directions. Some aliens drop missiles once they come within range, which can damage a platform, damage your ship, or inflict casualties on a cities population. Others might land and abduct a number of people from a city.
Every so often, one of the cities will launch a satellite containing powerups to help you. These satellites orbit until they are destroyed, or until you pick them up.
You can control the direction and power of your shots to a certain extent. All missiles and objects obey newtonian laws of gravity.

I like the idea of mixing it with Missile Command, but I''d just use the mouse/keyboard combination to give the player control, and compel them to seek good "angles of fire" to hit targets. Your shields, alien-constructed obstacles, and other jetsam could get in the way.
Have the "missiles" work just like in MC, so that if you try to shoot through your shield at the bottom, the blast will get you, too. Likewise, if you''re trying to nail one of those super-fast flying saucers at the top, and the shot hits an alien, it''ll detonate and the saucer will get away "as it should".
Defending cities is not necessary to make this work. It''s mostly a control change.
you could blend it with the excellent "falling debris" idea by having enemies close to the point of detonation be vaporized, while those simply crippled by the shockwave would plummet to earth, or flap around feebly until you polished them off.

Can games like Centipede or Galaga be considered variations on Space Invaders? The illegal immigrants idea seems a lot more like Centipede to me.

How about instead of having to merely stop all the defenders getting to the bottom of the screen, what if there were civilian and military targets that the player has to try to protect (ie. hospitals, ammunition factories). The player loses a life / the whole game when all of the targets are destroyed by the aliens. They are sited below the player''s ship/gun battery. The targets are immune to alien missiles, so the special alien ships try to land on them (kind of like the aliens attacking the humans in defender). So the player has to try to shoot them before they reach the ground.

Or how about Attack of the Suicide Bombers. The extra challenge is to let normal civilians through your checkpoint and try to only take out the militant extremist terrorists.

Hmm... Anyone remember Warlords? That had a sort of offense/defense balance, like what Ketchaval describes, but with a Pong ball instead of plasma cannons. It would be a simple matter to adjust that.
You could make and space invaders game like missile command. You would have all of the aliens at the top of the screen like normal, but below the moving ship you would have a bunch of cities that you have to protect.
The game would be over if you run out of lifes or all of your cities have been destroyed.
You would go to the next level by shooting all aliens like normal.
