Try Goldwave (goldwave.com). It''s robotic effects are really good, even compared to Cool Edit and Sound Forge.
The voice in the music video seems to be a computer generated one. I recommend ''TalkAny'' (It''s got the same robotic voice as used in AllYourBase...). I just did a google search, but none of the sites had a working download. Let me know if you need it, as I can easily upload it for ya.

heres another question
lets say I lay down a few Sonar tracks "Midi" from there how would I go about mixing the Vox? should I first rec my song into a wav file then try to mix it using Sound Forge or would it be better to rec both the vox sound and midi tracks at the same time
my setup is
Proteus 2000
Yamaha Keyboard
USB Quattro M-Audio
Sound Forge
Sonar 2.2
cheap mixer
2400+ AMD with 512 of 3200DDR ram

1) Record your voice.
2) Make a copy of your recording.
3) Lower the copy of your voice 4 intervals (keep the same duration).
4) Mix that copy over the origional.
5) Use a vibrato and crank the freq to 1000 (cool ring mod effects) Try different wave shapes...
Gotta experiment, Get to the point where you can go (i know how to make that sound) and DO IT!
Have fun...
edit: The intructions above will not get you the voice i heard above just a evil robot/monster sound...
the above was obviously a TTS, but it sounded alot like Steven hawkins voice comp...

"... And what really sickens me? :-) well a company I contacted informed me that they had an audio developer.. they have bio on their website, he graduated in marketing and was the lead programmer, audio really is the side job."
