Very basic free sound editor?

I need to turn down the volume of a .wav sound. If a program could mix .wav sounds, "scale" their time length without changing frequencies, or add effects to them, I wouldn''t say no.

Not free (Very few good things are!), but can do what you want with minor hassle.

Try Audacity.

are you kidding? window''s very own sound recorder will do everything you have listed there except for mixing files.

but, i would suggest gold wave. its free enough. you get some number of times you can hit the play/stop buttons before you have to save and reopen. good enough for me.
