making sound effects

how do you make good sound effects. as being a 15 year old living off his parents, i can''t really get access to a studio or expensive software. recording stuff sounds horrible, and theres background noise. is there a free or cheap program that lets me manipulate sound effects and clean up background noise?
Lot''s of sound packages let you do this. But for your specific application I have to recommend Cool Edit Pro. CEPs noise reduction is second to none as far as I''m concerned.

There''s a voice recording tutorial for you. Test it out with your voice, then move on to doing sound effects.

And if you realyl need sounds, try the royalty free sites out there (I believe there''s a thread about it below).
I have to agree with Cpotako - Cool Edit Pro is a great audio editor. They also have a "lite" version Cool Edit 2000 which costs $69.00 USD. It comes with a Noise reduction filter and a respectable amount of other built in FX and tools too. The program is downloadable at http://www.syntrillium.com/cooledit
