At least here in Germany there are a lot of sample cds for which you need a special permission from the producers if you want to use the unedited samples in commercial (sometimes even in non commercial)projects though you bought the sample cd! So it´s better to inform very carefully or otherwise you´ll be in real trouble.
It´s a really shitty thing and there are countless discussions about that topic here in germany.
