Strange DS <---> FPS bug (?)

I saw in the DX/OGL/Gen3D fourm something similar to this. It was something about framerates also. They said not use the GetTickCount() because you should use some more accurate function in the winmm.dll file. I didn''t bookmark it. Also the DoEvents function in C++ is something like uh, I think, Sleep.
