I am writing an overhead car shoot-em-up along the lines of Grand Theft Auto and Spy Hunter, and I want to know if anyone has some background tiles suitable for use in such a game.

You might want to check out Golgotha. It was released to the public as the company went bankrupcy. I don't think they have many tiles that would be suitable for overhead city scapes, but they do have tiles/textures of grass and asphalt.
