Lining up with Publishers for small titles?

Consider that there are many titles that sell for 10-15 USD. They arent great, usually 2D type games, but not bad. Ever played Hyperman or Power?(old games, but still) Hyperman was damned funny and had some good voice artists, but was not terribly special game wise. Power had some fantastic AI(ok, not fantastic, but prettty good) and had a good mini-RTS feel to it. Real unique game too. So There are publishers who help small dudes out. One is Xtreme Games3D, LaMothe''s company. What others are there?
