look at www.linux.org for links to various distributions
Almost every linux distribution gives you the choice to install the kernel source when you perform installation. Also MMURTL and Minix both have source code available. You can buy operating systems programming books that has the source code to an OS as well.
These are some operation system that comes with its complete source with no extra charge:

* FreeBSD (www.freebsd.org)
* FreeDOS (www.freedos.org)
* NetBSD (www.netbsd.org)
