Tea bags used to be made out of paper.

and tea :)

Well, my last plan atm is

Paper mill will produce kraft paper (unbleached) using just pulpwood (+ maybe used paper in future) which is to be used for packaging by food industry.

Paper mill will also be able to produce paper (bleached) using pulpwood + chemicals. This type of paper will not be required for crucial tasks but for extra benefits. Something like it's completely free to publish a newspaper in your country but you need paper to do abroad or paper will increase efficiency of education system etc. :)

Oh, I forgot how heavily paper used especially by the meat industry.

(and ofcourse cereal boxes and most food products, which is probably what you were referring to)

Is there anything like education in game? could that consume paper (books, etc) to give you a boost to that? Does a final product need any purpose beyond luxury value? (So it makes money from consumers? or increases growth/value)

Indeed, depending on nature of food it will either be a package made of paper or a can made of iron for most foods beyond basic ones like bread to allow local businesses to have price advantage as they avoid shipping cost.

There will be education but not 100% sure how to fit it in yet. The problem that has to be overcome is mid/long term overproduction. I need to find a way for handling unemployment and somehow involving (high-tech?) companies not manufacturing something at the end.

At competitor's game there was a work skill basically increased every time you worked or studied which allows you to produce more, problem is in time whilst average production of players increase , number of players don't increase enough or even decreases therefore you have overproduction. And because everybody needs money to survive , every player needs either a job or own company.

Because of that I planned to make agriculture without any entrance barrier and a wormhole for excess labor. Also will make education not solely for more production but to achieve certain work skills. (like if you need that job at warehouse, get forklift skill)

Newspapers, Libraries, Education, Bureaucrats (I recall several hundred tons of papyrus was shipped back to Imperial Rome every year across the empire when all accounting/admin paperwork had to be filed in duplicate and sent back to the capital.

Well, problem is I don't want people or goverment to inevitably need paper to function (which has a chain of logging camp -> paper mill (involving chemical which has mining -> chemical plant ) -> sales point/consumer) So I am currently at making them optional for some boosts.

If this is a modern age production chart then recyclingcan be a big component -- paper/plastics/steel/asphalt/etc can have a good bulk of their materials come from recycling.

Recycling is within plans but not at first stage, it will be a more viable substitute in a later stage where average skill of workers will be rather high that there will be labor shortage in basic industries as a game can't grow forever.
