So can I publish games on places like steam green light by doing this? Without knowING how to program with a programming language AT ALL.The best way to learn is by example. Install unreal engine 4, and download the free content samples. Read their docs and wiki and just play with it. If you have an aptitude for making games, within an hour you'll have an animated 3d model running around a map, less if you use the default examples.
To make a game like ark, you'll need artists, but you can get a good headstart by downloading free models and art from opengameart.org. I paid for very little of my art... The total budget for my game so far is 60 UK pounds.
Can't learn c++
It would take me awhile if I just read about the language rather then hands on learning.Buy a book read it and practice. I did it at your age (starting from 13, ~2007) took me 2 years to learn and practice almost every feature of the language (and you don't need this) Those features are currently much more.
In parallel, when you start feeling comfortable with the language(aka you know how a specific language feature behave) you can start learning about algorithms.
At this point you will know what to do next.

Sure why not, if you apply yourself. Make sure you learn how to use blueprint first.
Remember that greenlight is all about marketing though, you can't just put your first ever game on there and hope for it to succeed...

Will I hypothetically be able to make games like ark survival evolved without knowing any coding languages?

That's not very realistic. Going to the steam page:
http://store.steampowered.com/app/346110/
Shows four different development companies that worked on it. I'm going to go out on a limb and say at least 25 people who know what they're doing worked on the game for 1-2 years. So, that's 50 years worth of work if you know how to do EVERYTHING those 25 people know how to do: 3d Model, Sound effects, Music, Programming, etc.
You can't make games like that. Without some kind of programming skill, you can make games by plugging in content to specific engines. For example, make an RPG with RPG Maker. But it will only do the basics of the engine. One day you'll be able to make indie games by yourself if you stick with it, but it's a long process.

Aren't blueprints just visual scripting though?... it might be a good intro to programming for someone who wants to start their "journey" with game programming.

The big thing to remember is that it is a path.
How far do you intend to walk down the path?
If you want to walk down the path a short way, you can do that without investing years of your life. There are amazing tools for that. You might even make something that gets popular, but statistically the odds are not in your favor. You can learn and grow and enjoy it, and if that is enough for you, wonderful. No mastery of difficult programming languages is necessary and you've met your desires.
But if you are intending to walk the path for years, delving deep into the paths, you've got a lot of work ahead. If you want to work professionally in the video game industry as a programmer, you absolutely must invest years of your life learning to programming. If you intend to work professionally as an animator, or an artist, or a modeler, again you are looking at years of your life dedicated to the discipline. That is the nature of the role, you must master the craft, honing your skills and mastering your trade takes years in most cases.
Just be realistic about the results. You cannot expect a few hours of dabbling will give results that mirror what professional studios create with tens or hundreds of work-years.

You have planty of time, Invest it in quality, not qunatity.
There is no website that is interactive with teaching C++. And honestly, that is programming in a nutshell. Learning by example is a good way to go. But learning by copy and paste is not how it should be done.
I learned programming at your age just from books. I did not have someone to teach me, I didn't know anything about the gamedev or stack exchange at the time. But... of course when it comes to advanced topics in programming, you probably won't learn that till you hit college. So... it's nice to gain some familiarity with it.

Annnd you could, but that is also a good way to build a name for yourself in the wrong way. Remember that information passes quickly on the internet. Especially steam. It takes only one bad game for you to get a horrible reputation if it's your first game. And a single popular youtuber to bring it to light. And this all comes down to design and your ability to program.
They will not care how old you are. They will not care if you are just learning. They are part of the internet, and will eat you alive.
If you want an example of this... look at Jim Sterling's videos.
As mentioned... do not make games just to release them on steam. Especially if you have very little experience or knowledge.
